200 Muslim leaders urge global support for Mindanao peace bid

Over 200 Muslims and their leaders from the academic, professional, religious, women and youth sectors have issued a call to the international community, such as the United Nations and the Organization of the Islamic Conference (OIC) to continue helping the Mindanao peace processes between the Philippine government and the Moro National Liberation Front (MNLF) and the Moro Islamic Liberation Front (MILF) to achieve lasting, just and comprehensive peace in Southern Philippines.

Aleem Naguib Taher, head of the National Capital Region chapter of the Insan Islamic Assembly (IIA), which organized Sunday's "Forum on Islam and Terrorism," told the Manila Bulletin that the participants overwhelmingly passed a resolution to address the issues confronting Islam and Muslims in the Philippines.

"We are thankful to the many speakers and the more than 200 participants from the various communities, tribes and organizations of Muslims in the country," said Taher.

He said the participants appealed to the UN, the OIC and other members of the international community to continue helping achieve peace and economic prosperity in the war-torn areas of Mindanao.

In the resolution, they urged Congress to pass bills that will bring peace, unity and harmony among Filipinos; asked the government to fully implement the 1996 Final Peace Agreement (FPA); appealed to the government to stop using terrorism as an excuse to raid Muslim communities; called on the incoming administration of presidential front-runner Sen. Benigno "Noynoy" C. Aquino III to allow Muslims to participate in nation-building through appointments in the Cabinet and government line agencies and corporations; and sought more interfaith dialogue among Filipinos of various religions, among other appeals.

In the June 6 forum in Greenhills, San Juan City, various speakers rejected the Western world's linking of Islam to terrorism, stressing that Islam means peace and has no place for violence.

How do you explain governance in Islam to an ordinary Filipino?

In this article, I will try to expound the concept of “Rabubiyyat” in a way easily understood by a novice. The concept of life and governance in Islam are intertwined. As a student of Islam myself, I have come to appreciate the style of the Holy Quran in explaining knowledge and wisdom by way of manifest proofs in nature around us. To some the style may not sound appealing at first, but it is only through the knowledge of the laws of nature around us that we come to appreciate the beauty and relevance of complete submission to the laws of God. This is why the definition of the “Ulema” (knowledgeable) in the Holy Quran are those who have deeper understanding of the laws of nature.

For a novice, it would be important to know what Islam is as seen and experienced in life. Islam is what you see all around you. All laws that operate and govern everything you can touch, smell, feel and see is Islam. This is why God says in the Holy Quran that the creation of the heavens and the earth are signs for men of understanding.

The heavenly bodies all rotate around an orbit. They all follow fixed orbits. A change in the distance between the Sun and the Earth from its prescribed distance by God can result in complete chaos and destruction. But there is complete peace and harmony because all these heavenly bodies follow fixed laws. This is Islam. Complete and unconditional Submission to God that results in harmony and peace.

Islam is the Law of God which stands for complete submission. A person who submits (Aslama) to the Law of God is a Muslim. By virtue of this submission, peace or “Salama”is attained. This is the Law of God for all creations including humans.

Islam is for God Alone. Nobody owns Islam and nobody can. It is only the Creator Almighty Who owns everything. It is not for humans to govern Islam but for Islam to govern humans.

This brings us to the main topic about “Rabubiyyat”. Let us take the example of two persons named Jose and Pedro. They both have a baby boy but have a totally different situation. This is their respective backgrounds. Jose married his wife when he came back from work abroad for five years. While Pedro married his wife while still in college. Jose and his wife invested in a small business before planning to have a baby, while Pedro’s wife gave birth to their baby boy five months after their wedding.

Thirty years later, Jose still has his own business but it is managed by someone else because he spends most of his time helping the needy people in his neighbourhood. His son is already a doctor who earns a living and at the same time helps people in need of medical attention. As of Pedro, he and his son work in the restaurant owned by Jose. Pedro dropped out of college the same year he got married to his wife.

What Jose did is what we call “Rabubiyyat”. The whole programme he underwent from careful planning to desired positive outcomes is “Rabubiyyat”. Pedro on the other hand, failed in the programme. The Programme of “Rabubiyyat” is perfect planning, perfect implementation and perfect outcome.

In Islam God is the provider of everything. The evidence is all around us from the microcosm to the macrocosm. The one that provides is the Rabb (Lord). God is the Only Rabb (Lord). So, where do humans fit into the picture?

This is where the concept of “Tauheed” becomes relevant. In reality real existence is that of God Alone. He Owns everything. He Makes the Laws. He has none to share in His Authority and Governance over His creations. There is none who can be like God. This is Tauheed. Opposite of which is Shirk.

Jesus Christ says in the Bible :

Matthew 7:21-23

“None of those who call me "Lord" will enter the kingdom of God but only the one who does the will of my Father in heaven. When that day comes, many will plead with me, "Lord, Lord, have we not prophesied in your name? Have we not exorcised demons by its power? Did we not do many miracles in your name?" Then I will declare to them solemnly, "I never knew you. Out of my sight, you evildoers!"

Therefore God is the only Rabb (Lord). Whatever you see all around you is the consequence of the “Rabubiyyat” of God Alone. Now, God offered the Programme of “Rabubiyyat” to all creations. But all of the creations did not want to handle the Programme and were afraid of failure. Because, the Programme of “Rabubiyyat”, entails a great amount of responsibility and accountability. It involves a deliberate implementation of God’s Law in a way uninhibited by any external force. Fortunately or unfortunately, humans accepted to undergo the Programme. By accepting the Programme, humans are now called as “Khalifa” or the representatives of God on Earth. Humans as representatives of God must now undergo the Programme of “Rabubiyyat” by way of complete submission to the Law of the Only Rabb (Lord), so that in essence it is still God’s Law/Will that is being implemented and humans will not be charged with the crime of acting as “Rabb” which is called as “shirk” in Islam. The only unforgivable sin, in the sight of God.

All humans are now part of the Programme of God. There is no way out. To reap a positive and perfect outcome will only be possible if we follow the Laws of the Only Rabb, who has proven the perfectness of the Programme under His Laws and Him as the Implementer. Fortunately or unfortunately, we humans have been bestowed with the freedom of choice as we accepted the Programme of “Rabubiyyat”. The Rabb will test us how we make use of this free-Will. Those humans who willingly surrender this free-will to the Will of the Rabb will be the successful ones. And those who do not surrender this free-will to the Will of the Rabb will face a negative outcome in the end.

Human misery all around is a proof of failure to submit the free-will to the Will of the Rabb. Had humans completely submitted this free-will to the Will of the Rabb, we wouldn’t see huge disparity of rich and poor, people who have nothing to eat, people who do not have shelter to sleep at night and people who kill one another in order to have something which in essence cannot be truly owned by them.

Humans that produce negative outcomes in the society will all be charged with the crime of “shirk” in the hereafter. Because as representatives of the only Rabb on Earth, we are not to follow any other law but the Law of God-the only Rabb. Following of any other law beside the Law of God is tantamount to “acting as Rabb”. Because by doing so we impose other laws over the law of the Only Rabb. The context of “Rabubiyyat” for the Khalifa on earth is to implement and live by the Laws of the Only Rabb.

Quran 5:44

" Those who do not decide their affairs according to the laws given by Allah (now lying inside the Quran) are non-believers."

Thus, believers are those who follow the Quran and non-believers (kafirs) are those who reject the Quran as the Law of God to be implemented on Earth.

Many people claim that they are implementing the Law of God on Earth. They have NAMES (Positions/Descriptions/Prefixes before actual name/Power). But God says we should never worship/follow NAMES. NAMES can deceive us. What we must worship/follow is The Only Rabb. And we can easily identify these laws by closely examining the outcome of actions of people around us. God’s laws will always result in positive outcomes in the society. This way the pretenders can be easily identified, so that we are aware who the rightly guided ones are. This is the simplest logic for humans in order not to be deceived.

Here are some Laws that I find quite relevant to the situation in Mindanao:

Problem: People believe in the Existence of God but do not trust God

I say this because people in the Philippines are very religious. There are countless churches and mosques all over the country. Despite this fact, we see poverty, sickness, unemployment and conflict all around. This is a proof that we are not implementing the Law of God. We can defend to death our claim that we are implementing the Law of God but we lack evidence to prove our claim. On the contrary, the only evidence we can provide is theft, robbery, kidnapping, arrogance, impunity, murder, massacre, rape, sickness, unemployment, disparity of rich and poor, poor health and sanitary conditions etc. If we truly believed and put our trust in God this wouldn’t be the case in the Philippines.

Solution: Have complete trust in God

Quran 65:3

And He will provide him from (sources) he never could imagine. And whoever puts his trust in Allah, then He will suffice him. Verily, Allah will accomplish his purpose. Indeed Allah has set a measure for all things.

Problem: Pretentious Arrogant but Generous leaders

With due respect to some, most of the leaders in the country are arrogantly generous. The proof of this comes in different colors and hues. The evidence is in every barangay, every municipality, every province and every region regardless of tribal and religious affiliations.

These pretentious arrogantly generous leaders have provided livelihood and infra-projects to their constituents. There is no question about that. But isn’t the provision of such supposed to be their duty and responsibility? On the contrary they do not miss a chance to display their names and photos at every project site and every livelihood program they provide the rightful owners of such. Come election time, every nook and corner, every radio station is filled with their photos and grand accomplishments that is made known to the public. What these leaders do for us are not our utang na loob for them. God says about such leaders:

Holy Quran 44:49

“Taste you (this punishment)! Verily, you were (pretending to be) the mighty, the generous!”

Solution: Chose your leaders with wide open eyes and minds. Vote for non-prententious, non-arrogant but generous leaders.

Quran 76:9

“(saying): “We feed you seeking Allah’s Countenance only. We wish for no reward, nor thanks from you”

We need leaders who work and serve for the sake of pleasing God Alone who ask for no reward or thanks from us. The type of leaders we have are arrogant beggars come election time. They stoop low by arrogating all sorts of propaganda only to ask for a reward. I call them arrogant beggars because before they beg for a reward they usually offer something (money, promises) so that it doesn’t look so obvious. The reward they ask for is our vote for them. The sad thing to note is that we provide them the reward and thank them by hailing all sorts of praises for them when all praises are due to God Alone. Alhamdulillah/Haleluyah. They are just fooling themselves and fooling us on the other hand. This is how important and valuable our vote is.

Problem: Very scandalous country

No need to elaborate this further. There are scandals everywhere. The media have a crucial role in this problem.

Solution: Quran 24:19

" Those who love to spread scandal and shameful deeds amongst the believers will

have a grievous penalty in this life and in the hereafter

Problem: Leaders who bray like asses

We have our representatives in the Congress. I am sure all of us have seen them in action on television. Have you seen them deliver their speeches?

Solution: Quran 31:19

"Keep your voice low, for the harshest of sounds, without doubt, is the braying of an ass."

We all know a dog barks loud in order to catch someone’s attention. KSP they call it.

Problem: Mind of a parrot

All if not majority of those who claim to be Muslims greet one another with the greeting “Assalamo Alaykum” meaning May God’s peace and security be upon you. The other replies with a greeting, “Waalaykumu assalam”, meaning God’s peace and security be upon you too. They keep doing this all throughout their lives. But they will backbite the same person, hurt the same person, degrade the same person, have ill feelings for the same person, steal from the same person and have envy for the same person. We are very good at parroting.

Solution: Value your salutation. Never say something to someone you do not really intend. You are only increasing you lies.

Quran 4:86

"When a (courteous) greeting is offered to you, meet it with a greeting still more

courteous, or (at least) of equal courtesy."

Quran 24:61

"But when you enter houses, salute each other -- a greeting of blessing and

sweatness from Allah."

There are countless other problems in our midst today. And we will never taste the smell of peace unless we start solving these in accordance with the Law of God.

Muslims, Christians, Jews, Sabians, Scientologists, Buddhists, Hindus and Atheists.

If you cannot create a fly, then you are still a human. One of the many creations of God Almighty. The perfect balance and harmony in the universe is a consequence of a perfect system being implemented by a Supreme Concience, Awareness, Being that most people call God. The system being implemented is the system of Al-Islam. It’s operational description is “Rabubiyyah”. We all are charged with the responsibility of implementing this system/programme or deen in Arabic.

Quran 42:13

“He (Allah) has ordained for you the SAME Deen (system of life/Programme) which He ordained for Nuh (Noah), and that which We have revealed to you (O Muhammad SAW), and that which We ordained for Ibrahim (Abraham), Musa (Moses) and Isa (Jesus) saying YOU SHOULD ESTABLISH THE DEEN (SYSTEM OF LIFE/PROGRAMME OF LIFE) and make no divisions in it. Allah chooses for Himself whom He Wills, and guides unto Himself who turns to Him in repentance and in obedience.”

This SYSTEM OF LIFE, AD-DEEN, PROGRAMME OF LIFE is the RABUBIYYAT. To make it simple, Islamic Governance.

Under RABUBIYYAT every Filipino, every Moro, every Highlander must be honoured and respected. All of them have the right to life and existence just like millions of species of animals, and plants harmoniously co-exist on earth for the existence of humans.

Remember that everyone is a shepherd. You will be questioned aboutthose under your care. If a non-Muslim were wronged in our State, I wouldpersonally plead on his or her behalf. Avoid extremes in religion. Peace, OMankind! Peace.

Moro youth leads peace advocacy in Malaysia

Malaysia is known as a peaceful country not only in the region but throughout the world. Her confidence to lead the peaceful advocacies are full of forces and capabilities despite of multi-ethnic people in the country. This is a situation where the young Moro would like to adopt in Mindanao.

Would you expect the result of war in Mindanao during Martial law would bring fruits to the innocent civilians? However, the Moro children whose parents migrated to Malaysia enjoy the peaceful atmosphere. The culture of peace in Malaysia is molding them to a useful youth and better community.

While adopting the Malay culture and tradition they are also preserving the Moro culture handed down by their forefather. And they hope that their children and the generation to come will also preserve their culture and tradition. These culture and tradition long last by the spirit of their close relationship and history written in every heart of young Moro

In Johor Baharu the Moro youth is successfully creating a venue for unity and healthy advocacies for youth lead by Morocanz Youth organization. The objective of the organization is to develop the culture of learning, to promote culture of peace, community services, to enhance skills and technical service and sports.

These are the fruits of being peaceful citizen living in a peaceful country such as Malaysia. No way to think of other than better living. Like what the Moro youth adopted culture in Malaysia. The spirit of living peaceful way is not enough but leading the peaceful way of life is inspirable to Moro youth. Hope the Moro youth in Mindanao will also enjoy the harmony and peace in Mindanao.

MILF, MNLF agree to enhance coordination, agreement

MANILA, Philippines (Xinhua) - Two Philippine secessionist groups, the Moro Islamic Liberation Front (MILF) and the Moro National Liberation Front (MNLF), have decided to form a coordination committee for consolidating their movements in "achieving the aspirations of the Bangsamoro people for genuine self-governance," said a joint statement of the two groups issued today.

Chairman Al Haj Murad Ebrahim signed for the MILF, while Chairman Nur Misuari signed for the MNLF.

In the agreement, signed in Dushanbe, Republic of Tajikistan, they agreed that unity is indispensable as there are no basic differences between their two Fronts.

They also vowed to coordinate their efforts and agreed in principle to establish a mechanism for coordination between the two Fronts, the details of which will be discussed and laid down in a future meeting to be organized by the Organization of Islamic Conference General Secretariat.

OIC Secretary General HE Prof. Ekmelledin Ihsanoglu invited both Chairmen for the close-door meeting on May 18.

Oic Moves to Unite MNLF and MILF

The Organization of Islamic Conference successfully brought the Moro fronts to enhance cooperation between them for the peace and development of the bangsamoro.

The Chairmen of the two fronts, Prof. Nur Misuari, Chairman of MNLF, and Haj Murad Ibrahim, Chairman of MILF, have agreed to enhance the cooperation and coordination among them, and to create a mechanism for that purpose with the technical help from the OIC General Secretariat. A second meeting between them will be held in the near future to lat down the details of that mechanism. [oic-oci.org]

Recently the government of the Republic of the Philippines signed with the two fronts in separate negotiations. Both fronts are in a better position to move for peace and development in Mindanao. While the propagandas outside are shaking and giggling in the corners.

I assume that this news would bring a smile to Moro youth. The writer recently interviewed the Moro youth in Mindanao, Malaysia and other parts of the world through net on this issue; accordingly they are also recently organizing a meeting for youth gathering. The purpose of the meeting is to organize the Moro youth world-wide for possible networking. This will serve as a big possibility for the youth to unite also.

The mutual understanding and coordination between MNLF and MILF would bear fruits for their struggle for self-determination.

The Secretary General of the Organization of the Islamic Conference Ekmeleddin Ihsanoglu carried out contacts with the leadership of the Moro National Liberation Front (MNLF) and Moro Islamic Liberation Front (MILF) to enhance coordination between the two fronts and unite their ranks for the peace and development of the Bangsamoro people.

He succeeded in bringing them together for a meeting which was held in Dushanbe, Tajikistan on the sidelines of the 37th Session of the Council of Foreign Ministers on 18 May 2010 with the participation of senior officials of the OIC in charge of Muslim Minorities issues.

The Chairmen of the two fronts, Prof. Nur Misuari, Chairman of MNLF, and Haj Murad Ibrahim, Chairman of MILF, have agreed to enhance the cooperation and coordination among them, and to create a mechanism for that purpose with the technical help from the OIC General Secretariat. A second meeting between them will be held in the near future to lat down the details of that mechanism.

The Secretary General promised to render any needed assistance for the holding of this meeting.

OIC moves to unite rebel groups

The Organization of the Islamic Conference (OIC) headed by Secretary General Prof. Ekmeleddin Ihsanuglo is working for the unity of the ranks of the Moro National Liberation Front (MNLF) and the Moro Islamic Liberation Front (MILF) "for the peace and development of the Bangsamoro people."

Ihsanuglo has brought together MNLF founding Chairman Prof. Nur Misuari and MILF Chairman Al-Haji Murad Ebrahim to Dushanbe, Tajikistan, for the 37th Session of the Council of Foreign Ministers (CFM) of the OIC on May 18-20.

MNLF has a permanent observer status with the OIC and always gets invitation from the 57-member pan-Islamic body.

MILF chief negotiator Mohagher Iqbal said Ihsanuglo officially invited Murad to the OIC-CFM in Tajikistan.

An OIC statement said the OIC secretary general brought together the two Muslims leaders and met with them on May 20 at the sidelines of the OIC-CFM with the objective of pushing for an enhanced coordination between the two Moro groups “and unite their ranks for the peace and development of the Bangsamoro people.”

Senior officials of the OIC who handle issues on Muslim minorities also attended the meeting in Dushanbe at the start of the OIC-CFM.

Ihsanuglo was able to convince the two Moro leaders. The OIC will help in setting up a mechanism to carry out cooperation and coordination between the MNLF and the MILF.

“The Chairmen of the two fronts, Prof. Nur Misuari, Chairman of MNLF, and Haj Murad Ibrahim, Chairman of MILF, have agreed to enhance the cooperation and coordination among them, and to create a mechanism for that purpose with the technical help from the OIC General Secretariat. A second meeting between them will be held in the near future to (lay) down the details of that mechanism,” the OIC said.

Ihsanuglo vowed to provide any assistance required to hold the next meeting between Misuari and Murad. No date and venue have been identified yet.

Reached by the Manila Bulletin, MILF Vice Chairman for Political Affairs Ghazali Jaafar confirmed the presence of Al-Hajji Murad and a few other MILF leaders at the OIC-CFM in the Central Asian republic's capital.

"The presence of Brother Al-Hajji Murad at the meeting of OIC foreign ministers is very significant because the MILF will be able to convey to them the true condition of the Bangsamoro people and the progress and present status of the GRP-MILF peace process," said Jaafar.

On the MNLF side, Prof. Mashur Ghalib Bin Jundam, chairman of the education committee of the MNLF, said Misuari prepared a long speech for the OIC meeting as he left on May 17.

"I expect 'Maas' (Misuari) to update the OIC on the review of the 1996 Final Peace Agreement, including the signing of the Memorandum of Understanding in Tripoli, Libya, on March 20," said Jundam. "If I know 'Maas,' I am sure there will be some fireworks in his speech like old times," he added.

MNLF Still the Solution for Bangsamoro Independence

Aleem Abdulbaki Abubakar once said, "The Moro shall fight for their freedom from generation to generation against the colonial power". This statement convinced the Moro youth to value the noble task and responsibility handed down by their great forefathers.

The author met the Moro successors inside and outside the Bangsamoro homeland and witnessed their everlasting commitment to fight the aggression through think and thin. If only the grandchildren of Prophet Muhammad (saw), Hussin and Hassan, were still alive they would be putting their hands together to cheer the high morale of the present Moro successors.

True or not the strategy of the Moro's enemy is still penetrating the Moro stronghold to break them into pieces through peace agreements, dirty propagandas, nuisances and poisonous tricks and minds. However, Moro youth has been protected by God through the purity of their intention 'fi sabi lilah'. The more tricks and nuisance they encountered the more they stand to fight for peace and justice. For they believe God will be reward them with victory (Quran 3:160).

To name the anti-Moro, space would not allow. They are found in everywhere. Their enemy hired them as an ally with or with out their conscience. They betrayed whom, the Moro or themselves?

The Bangsamoro independence is the incomplete task of every Moro. This is true to Moro youth but not to their enemy and allies. Because the author of the bangsamoro independence is still God and MNLF is absolutely the means. Why? The MNLF mujahideen are still in mainland with arm base to resist the military adventurism, the Moro children stressed.

If anyone claiming that MNLF is already dead maybe he is not reading news papers, blind researcher and allies of the Moro's enemy.

Malik and another MNLF leader, Kaid Ajibun, were caught by surprise attack by the Armed Forces of the Philippines (AFP) on Eid'l Fitr prayer in Indanan, Sulu on September 21, killing several, including one pregnant woman and two children. The news above is one of the news exposing that MNLF is still in the defense line. The MNLF youth buried the war but resurrected peace. Because only peaceful way would bring them to independence.

Why do people deny the truth? Why do they deny the existence of the MNLF mujahideen? Who are they, the Moro's enemy allies?

Sad to note that nuisance and fitnators outside gained nothing than lies.

With or without Misuari and Moro elders the MNLF still alive in every heart of Moro martyrs, mujahideen, the successors of great warriors of the past and the allies of peace. Only munafikun who will be dead and buried in the history of humankind Allah ho akbar!

Nur Misuari: Icon and Father of Bangsamoro Independence

Dr. Nurullaji P. Misuari, educated at University of the Philippines, founding Chairman of Moro National Liberation front who defended the Muslims and non-Muslims in Sulu and Mindanao, an Island recently known as Bangsamoro homeland. He was the first Moro who opened the eyes of his people to fight for self-determination.

After 43 years of old Moro Armed and political struggle, Nur Misuari faced several confrontations and at one time sat as Governor of the Autonomous Region for Muslim Mindanao. His dream was to develop Sulu and Mindanao as one among the richest countries, whose people are enjoying the spirit of peace and simple life. However, according to him he was betrayed by the government through sweet words and promises. For the Moro people his dream was a big promise that he needed to accomplish. Hence, some of his trusted commanders, MNLF central committees, members, and sympathizers distrusted him due to unfulfilled dreams.

On the contrary, His loyal members, officers and followers believed that Misuari was trapped and betrayed by the government of the Republic of the Philippines as part of his enemy's strategy to divide the front and to annihilate his beautiful reputation and integrity. However, the stand of the MNLF youth in general still recognize him as ultimate leader of Bangsamoro people and remain loyal to him as chairman of the front. As long as Misuari remain loyal to God and serves the Bangsamoro people without personal interest. The past is the perfect lesson for the youth. Therefore, his good name Maas (elder) should be guarded accordingly and the past trapped should not be repeated again.

As an observer member of the Organization of Islamic conference, the Bangsamoro people has the rights to voice agenda i.e. the right for self-determination through the ultimate representation of the MNLF. This golden opportunity was initiated by Misuari and his colleagues.

When the prophet Muhammad (saw) started the mission, his family and neighbors criticized him, including his uncles. In the end, people of Mecca, Medina, and others appreciated his efforts till today and reaches to Bangsamoro homeland. No one is perfect. Misuari was not perfectly like the prophet, but the lesson from the prophet of Islam as a model of mankind teaches us the great lesson in the past for our great future.

To list the names of the heroes who have gained the appreciation from the people after their death is innumerable. The writer believes that if Misuari is sincere to his countless efforts, his name will be remembered forever, and his story will be told in every academic institution.

According to Misuari, even if he dies today the seed of the Moro Independence is already planted in every heart of the Moro youth. If there is a perpetual legacy left by Misuari to Moro youth is his hope for 'lasting peace' in Sulu and Mindanao. Absolutely, he serves as Bangsamoro icon and father of Bangsamoro independence. Whether the Bangsamoro independence will be celebrated tomorrow or next decade the Moro youth must strive hard to achieve their goal. Anyway, the fruits of the victory will be awarded to incoming generation.

MNLF Youth Introduces Islamic Leadership As Tool For Peace in Mindanao

Realizing the need for deeper transformational peacebuilding activities in the grassroots, Peace and Development Advocates (PDAs) and Ulamas in Western Mindanao developed a training program on concepts and principles of teaching Islamic leadership.

The Islamic Leadership and Governance Training Program is aimed at enhancing the participation of the PDAs in the various Peace and Development Communities (PDCs) in Western Mindanao in community work, governance, human rights advocacy and gender rights among others. It is also aimed at producing leaders who, through the practice of Islamic leadership, will pioneer social change.

Supported by the GoP-UN ACT for Peace Programme, the initiative seeks to interface the mainstream governing structure with the sentiments and aspirations of the Muslim communities to fully practice their Islamic way of life, which includes leadership and governance. It intends to promote good governance, peace and development anchored on Islamic tenets and perspectives to heal the wounds of conflict in Western Mindanao.

Why Islamic Leadership?

To understand why “Islamic”, it is essential to know what the word “Islam” means. From the root word “Salam”, it means peace. And from another Arabic word “Aslim”, it means to surrender or to submit.

Technically, it means to submit oneself to the Will of God. Hence, Islamic Leadership is a kind of leadership style which is based on the natural law of God for humans to act as vicegerent on earth. Its objective is to preserve harmony and balance through submission to the universal laws of God that already operate in nature and followed by all creations.

Holy Quran (2:30)

Behold, your Lord said to the angels: “I will create a vicegerent on earth.” They said: “Will You place therein one who will make mischief therein and shed blood?- While we do celebrate Your praises and glorify Your Holy (name)?” He said: “I know what you know not.”

Islamic Leadership is a system of life which is geared towards the development of the human intellect in the society by setting up an equitable social system that operates around a universal framework of law, motion, and direction (LMD).

The training on Islamic Leadership and Governance is guided by the Universal Message of Islam in the Holy Quran which calls on human beings to work for harmony and peace. It is guided by the message of Islam which calls for understanding among the different peoples of the world. To recognize the individual differences as the best of mankind in the sight of God (Allah) is the one who is most righteous. No focus is given to any particular race, tribe, or nationality.

Holy Quran (49:13)

O people, we have created you from the same male and female, and rendered you distinct peoples and tribes, that you may recognize one another. The best among you in the sight of God is the most righteous. God is Omniscient, Cognizant

Holy Quran (5:48)…Had God willed, He could have made you one congregation. But He thus puts you to the test through the revelations (Law) He has given each of you. You shall compete in righteousness. To God is your final destiny - all of you - then He will inform you of everything you had disputed.

Again the training is guided by the Message of freedom in the Holy Quran.

Let there be no compulsion in religion; Truth stands out clear from error: Whoever rejects evil and believes in God (Allah) has grasped the most trustworthy handhold that never breaks. And God (Allah) hears and knows all things.

In conflict-affected areas, the tendency of most development interventions is to provide basic necessities of the communities – mostly livelihood and infrastructure projects.
making community workers wonder why the interventions failed to sustain peace and development.

The Islamic Leadership and Governance Training Program focuses on encouraging the people to participate and cooperate in all developmental works using Islamic principles found in the Holy Quran.

This program on Islamic governance in Western Mindanao is still a work in progress. It is not an effort to convert people to Islam. Rather, it is a program that teaches people to use God’s given gifts in life for peace and harmony.

Thirty Six (36) PDCs in Western Mindanao have undergone training on Islamic Leadership. Most of the participants came from the barangay local government unit, religious sector (Muslim & non-Muslim), women and youth sector. Islamic Leadership has also been showcased in the Municipality of Tangkal, Lanao del Norte.

To date, the core of trainers for the Islamic Leadership and Governance are the Western Mindanao Federation of Peace and Development Advocates Alliances, the Lanao del Norte Peace and Development Advocates Alliance, the Zamboanga City PDA Alliance, the Zambonaga del Sur PDA Alliance, the MUNCALA Peace and Development Advocates Alliance, the Pakigdait Inc., the SIOCON PDA Alliance and The United Elders for Peace, Security & Development Inc., based in Pagadian City, Zamboanga del Sur.

Tracking the Moro Successors

The severe war in Mindanao during the Martial Law in 1972 brought the defenseless Moro children to the new victory. The more they are scattered in the country and in the foreign countries, the more advantageous for them. The writer is tracking them closely and unveil them to the world.

Strong Moro in Sabah

Most of the MNLF officers and members brought their children to Sabah after the 1974 burning of Jolo. The writer failed to give the exact numbers of the said refugees but they are estimated million as of this date. Most of them are educated in Malaysia's public schools while others failed to enroll due to lack of legal documents in Sabah.

Today, there are thousands of Moro youth working in Malaysia in different fields and most of them are in the engineering industry. Their practical experiences are recognized in the world.

Workers and Students in Abroad on the Top

Some Moro youth are working abroad such as Brunei, Australia, Canada, England, United State and most of them are working in Saudi Arabia. They work as medical staffs, engineers, architects, and others are working as domestic helpers. The craft they had contributed long time ago to present time helps to various developments of the host countries, while improving their experiences and expertise for the preparation of self-governance back to their homeland.

Aside from working abroad there are huge numbers of Moro youth studying abroad including Harvard University, Azhar University, University of Madina, International Islamic University Malaysia, International Islamic University Pakistan, and other prestigious universities all over the world. Their struggles and excellent academic achievement abroad catches the attention of the foreign universities.

The MNLF had initiated their scholarship grant for Moro children studying abroad and few of them are supported by their parents. The graduates are already scattered everywhere in their homeland as Muslim scholars, technocrats, and experts, while others are still uplifting their academic achievements in abroad.

Government Workers Increasing

Every year the numbers of the Moro young professionals are increasing in the Philippines government offices such as university, military, media, hospital, and lot more, even do they are being criticize by some Filipinos. However, only few of them having the chances to hold the vital position. Accordingly, this is one of the some Filipino's biases toward Moro that hard to wipe out.

Although to obtain important position in the government is hard, the Moro youth are still hopeful. The writer assumes that if Moro are unified the fate will be at their side. No position in the government is impossible to them. The Moros believe that there are lots of young professionals are more than qualified.

NGO: Global level

The Non-government Organization (NGO) is famous in the Moro youth activities now-a-days. The writer observes that Moro NGOs all do dancing different arts but the music is still directed at one aim. Moro NGOs helps a lot on opening the eyes of the Moros to continue defending the Moro rights.

The Moro women are more active compared to men in the NGO movement. Is this because of the past experienced that the Moro women were humiliated by the Filipino armies? Atleast the women sector, as an important sector, has already performing their essential roles.

The programs of the Moro NGO are already playing in the global arena. This brought the attention of the world to eying the Moro rights.

Business Sectors across the SEA

Like Filipino business sector the Moro youth are also vigorous producing business opportunities not only in the Philippines but also in Southeast Asian countries and Middle East.

Barter trading is well-known engagement of Moro business sectors. The good news is the Moro youth are the majority leading the said business in Sulu and Mindanao. Zamboanga City (one of the Moro strongholds) is one among the centers of the barter trading in the country. Their recent base found not only Malaysia but also in China and Middle East.

Breaking the Walls of Unemployment

There are many cases reported that one of the employment factors of Moro youth is discrimination. Majority of the Philippines government offices and private sectors rejected the qualified Moro young and professionals applying for job. The common illogical reason was the Moros are suspected as terrorists.

Today, the young and independent mind Moro realized to set up small opportunities in their respective community as an alternative to employment. Small business and agriculture would be better and effective for them.

Buzzing the Online Community

Online forum, blog, and chat are the common online communities that open the communication between and among Moros world wide. These interactive communities gradually bring the new hope for Moro and form the young Moros to exchange views, culture and even opportunities. The said online communities also extended to other nationalities for broad networking.

Through web site and blog the Moro online community are slowly organizing a formal and non-formal media to rewrite, write and publish accurate information about the Moro's right, history, culture and tradition, art, etc. as an alternative to misinformation scattered by their enemy and alien Medias. Moros living in the rural areas are also not left behind through the helps of the urban Moros.

Battle Grounds for Peace

The More than 40 years of Moro struggle for self-determination had produced heroes, martyrs, and successors. The Moro freedom fighters and allies who passed away and still alive are producing more talented and incredible successors. They are wiser than the out-going freedom fighters. The past struggle must not become a trauma but a great lesson for the future. Their numbers and qualities are increasing in the every single oppression of their enemies. The attacks of their enemies in the grounds are protected by their loyal blood and broad minds for peace.

Conclusion

The success always comes to the hand of the successors. The great Moro warriors of the present and past time are legends to be remembered forever. If the Moro had resisted the colonial ambushes and frauds for more than 400 years, then why not the present young Moros can't survive? The bloods of their great martyr parents are inspiring in every bit of their heart. The writer assumes that the Moro youth are now the magnificent liberators of their great Bansgamoro homeland. These are the impacts of the yesterday's colonialism.

Where are they right now? They are present in the timeless ambush of their enemy watching and protecting the honor and dignity of their people, while charging and producing of both external and internal powers to the next levels.

MNLF Youth Stronger than Before

After more than forty years of Bangsamoro struggle for self-determination, the MNLF was scattered into several pieces. Their enemy successfully delayed the original aim of the front, i.e, the independence. However, according to MNLF youth this will not be the end of the history of Bangsamoro struggle, but a new beginning for strong MNLF they stressed. Everything has unpredicted wisdom (hikmah) from Him.

I personally observed that the Moro youth are stronger than before in all aspects. The objectives of the renaissance are clearer than the past generation. The enemy's tricks and MNLF failures are lessons for the next steps. In other words, the MNLF youth today is climbing with extra care and confidence.

Unfortunately, most have fallen as slaves to the dictates of their own selfish egoes. Some have fallen blind to the trust (Amanah) given by God by being absolutely loyal to persons and organizations. Loyalty is to none but God Alone. That is the Kalima. Persons and organizations and even states only serve as means to an end. The End being the development of the human personality.

The person the Moros want is in their hands. This person can be born in each and every Moro. This person can be each and every Moro.

Moro Youth Asked MILF and MNLF to Unite

In one Moro youth consultation (sometimes in April 2009) I witnessed the emotion of young Moro shouted Allah Ho Akhbar (God is Great) after they agreed to ask the MILF and MNLF to unite as a team to bring back the land of promise to peaceful nation. And for them the peaceful Mindanao could be seen if independent will be granted to Moro. But if ever government delayed the justices then they are forced to join the guerilla even do they don’t like it. “No choice” one of them emotionally said. However, peaceful solution is best according to them. And finally they agreed that what ever the decision of the administration the MILF and MNLF must be united because the hope of Bansgamoro struggle lies in the hands of two big fonts and the hope of Bangsamoro independent lies in the hand of Moro youth.

Author's Note

The casual visitor, stopping in Zamboanga or Jolo between boats, sees the Moro as a slightly grimy individual with a bad reputation. Faintly disturbing stories of the prowess of this villain with the razor-edged kris, sometimes reach the tourist's ears. Most of the stories are true. The visitor may also hear something of the enmity which exists between the Filipinos and the Moros. This is also true, as the Filipinos may discover when America leaves the islands.

What the tourist does not realize is that this sinewy, brown man, gaudily dressed in brilliant silk trousers and colorful turban, has an astounding history.

There are many men better qualified to write the military history of the Moros than this author. I know one man who could have done so and it would have been a wonderful book. He knew more about the Moros than any man in the world, I believe. He is dead now. Just before he died, I said to him, "Papa, why don't you write the story of these Mohammedan wards of ours?"

He was a Colonel in the United States Army but everyone called him "Papa".

Papa said, "Someday I will, Vic. It will have to be after some of the high rankers have gone to their rewards. I'd step on too many toes now."

But Papa passed on, as all good soldiers do, and that history of the Moros remained unwritten.

Almost, once, a newspaper man did the job. He was editor of the first newspaper in Mindanao, and he was eminently qualified. But he became busy with other things and the material turned yellow in the trunks of his basement and the book remained one of those nebulous things "that ought to be done".

So I have tried to do it. And when I look back to the seven years' association I had with the Moros while collecting the material, I wish I could have done a better job.

For the Moros are a grand people. Everything written about them, almost, has been authored by their enemies. They are feared and hated by the Filipinos. They were feared and hated by the Spaniards.

They spoiled a conquest.

Every one of them is valiant. There never was a Moro who was afraid to die. Death on the field of battle is a privilege, and they guard their privileges jealously.

History can never forget the Moros, for they did something in the 1500's, and the 1600's, and the 1700's and clear down into the 1800's, that was supposed to be impossible. They proved too strong for the Spanish conquistadores!
